The Hugo Awards are given every year by the World Science Fiction Society for the best science fiction or fantasy works and achievements of the previous year. The award is named after Hugo Gernsback, the founder of the pioneering science fiction magazine Amazing Stories, and was once officially known as the Science Fiction Achievement Award.[1] The award has been described as "a fine showcase for speculative fiction" and "the best known literary award for science fiction writing".[2][3] The Hugo Award for Best Short Story is given each year for science fiction or fantasy short stories published in English or translated into English during the previous calendar year. A work of fiction is defined by the organization as a short story if it is fewer than 7,500 words long; awards are also given out for pieces of longer lengths in the novelette, novella, and novel categories.

The Hugo Award for Best Short Story has been awarded annually since 1955, except in 1957. The award was titled "Best Short Fiction" rather than "Best Short Story" in 1960–1966. During this time no Novelette category was awarded and the Novella category had not yet been established; the award was defined only as a work "of less than novel length" that was not published as a stand-alone book.[4] In addition to the regular Hugo awards, beginning in 1996 Retrospective Hugo Awards, or "Retro Hugos", have been available to be awarded for 50, 75, or 100 years prior. Retro Hugos may only be awarded for years in which a World Science Fiction Convention, or Worldcon, was hosted, but no awards were originally given.[5] To date, Retro Hugo awards have been given for short stories for 1946, 1951, and 1954.[6]

Hugo Award nominees and winners are chosen by supporting or attending members of the annual Worldcon, and the presentation evening constitutes its central event. The selection process is defined in the World Science Fiction Society Constitution as instant-runoff voting with five nominees, except in the case of a tie. These five short stories on the ballot are the five most-nominated by members that year, with no limit on the number of stories that can be nominated. The 1955 through 1958 awards did not include any recognition of runner-up stories, but since 1959 all five candidates have been recorded.[5] Initial nominations are made by members in January through March, while voting on the ballot of five nominations is performed roughly in April through July, subject to change depending on when that year's Worldcon is held.[7] Worldcons are generally held near Labor Day, and are held in a different city around the world each year.[1][8]

During the 59 nomination years, 148 authors have had works nominated; 44 of these have won, including co-authors and Retro Hugos. Harlan Ellison has received the most Hugos for Best Short Story at four, and Larry Niven, Mike Resnick, Michael Swanwick, and Connie Willis have each won three times, the only other authors to win more than once. Resnick has received the most nominations at 17, while Swanwick has received 14; no other author has gotten more than 7. Michael A. Burstein, with 7, has the highest number of nominations without winning.

Retro Hugos

Beginning with the 1996 Worldcon, the World Science Fiction Society created the concept of "Retro Hugos", in which the Hugo award could be retroactively awarded for 50, 75, or 100 years prior. Retro Hugos may only be awarded for years in which a Worldcon was hosted, but no awards were originally given.[5][Note 1] Retro Hugos have been awarded three times, for 1946, 1951, and 1954. All three of these awards were given 50 years later.[6] The next year that Retro Hugos can be awarded is 2014, for 1939.[5]
